Village hubs, are actually areas in the community, and selected by the community, where the computer, internent and VoIP facilities will be situated. The selection process of these Village Hubs took about three months before it was finalized on the 26th of July 2007. These hubs were selected after a village and commune mapping activity was done and based on the following criteria: public area, accessible location, highly populated area, safe and secure place, and potential hosts are happy/accepts responsibility for the equipments. The following locations have been selected to complete the first phase of the installation of ICT infrastructure in Kep Pilot Area:

1-Wat Chakriyavong Hub, Ou Krasar Village
2-Wat Phnom Leav Hub, Phnom Leav Village
3-Angkaol Primary School Hub, Angkaol Village
