Kep (Krong Kaeb) is a Municipality, enjoying the formal political status of a Province well above its size. Located on the sea-coast about 176 kms from Phnom Penh, it has a land area of 336 km2. It has two districts comprising just five Communes, a total population of over 34,065 and 6,800 households. The main town and municipal capital is also called Kep, with a dispersed population of about 4,000. Kep town was, in another era, a tourist centre for the wealthy from Phnom Penh, who enjoyed its beaches, fish and sea breezes. Now the municipality as a whole is impoverished and relies on inshore fishing and small-scale agriculture. There are a couple of family-run fish sauce factories, and about 1,000 hectares of salt basins providing employment for about twenty family enterprises and seasonable employment for perhaps sixty more.
The Kep i-REACH Pilot Project is based at Damnak Chang’eur district, a total population of about 20,343 with its subordinate of three communes namely Pong Tuek commune with the population of about 9,838; Ang Koal commune with the population of about 3,905 and Ou Krasar commune with the population of about 6,600.
