The overall contribution of iREACH to the social, economic and cultural well-being of the villagers is assessed, in part, by taking a Baseline Survey at the beginning to get a picture of the circumstances of villagers before iREACH begins implementing its services; and then following up later on with one or more Baselines Reviews of Progress. This provides an objective means to assess progress at village level. In itself, it does not explicate the role of independent factors in changing the lives of villagers, nor the causal logic involved, but it can be combined with other methodologies to provide a more complete and dynamic picture.
